The new DWG export tool sometimes adds extra frames around text. The reason is a non-zero value for wipeoutframe setting in the template DWG that was used for defining the layer rules. Change the value to zero to remove the frames in the exported drawing. To prevent the frames from appearing in future exports, change the value already in the template drawing.
To change the value in AutoCAD, type command WIPEOUTFRAME and assign 0 as the value for the variable.
