Error when deactivating a license

Problem:

When I try to deactivate a license I get the following error in Tekla Structures License Administration Tool: "Failed to disable fulfillment record in trusted storage". If I try to deactivate the license using command lines I get a similar message with an error code: "Error 50031: Failed to disable fulfillment record in trusted storage". How can I deactivate the license? 

Answer:

Unfortunately this situation is unrecoverable and the license cannot be deactivated.

The license needs to be replaced if there is a need for e.g. license re-hosting.
