By default xs_user.default is stored and, when a model is created, loaded from ..\ProgramData\Trimble\Tekla Structures\<version>\Environments\common\system
After the model is saved, these settings are saved in Model Folder -> xs_user.<domainid>
xs_user.default can be Environment specific and stored in ProgramData\Trimble\TeklaStructures\<version>\Environments\USA\common\General\ModelingSettings
