Basically, you can check the licenses details and monitor the current licenses usage using License Administration Tool and LMTOOLS. In addition, from tekla_debug.log file you can see which Tekla Structures users have taken/returned licenses. However if you want to check the earlier license(s) usage (generate a report that shows which workstations/users have used Tekla Structures License(s) on a given particular period of time, then you need to have a third party software. Adding to your consideration that such as these third party monitoring tools are not tested nor supported by Tekla, and Tekla doesn't have any official partner for this kind of tools.
