Case: Unable to activate my TSD License of type Server Locked PAK
Error received,  The 32-bit Software License Manager is not registered correctly

Solution:
From the snapshot, we can see that something went wrong during the installation of Tekla Structural Designer 2019, and/or its license server.
We cannot guess from the snapshot only if you already installed the license service (Tekla Structural License Server) or not. But, we can advise you to go through below steps and implement each step (without discarding any).

1-  Uninstall the Tekla Structural Designer and its associated programs from control panel (like Tekla Structural License Service (64bit- and 32bit, Tekla Structural Update service, etc.. )
2- Download the Tekla Structural License Server (2.06) and install on your company server to serve multiple users, or on a single machine to serve only a specific user. We prefer to run the installation package for installation with admin rights. Choose automatic/typical installation for normal setup.
3- Once the installation of Tekla Structural License Server is complete, Open the Software License Server Manager.
4- Activate your TSD PAK.
5-  Download Tekla Structural Designer 2019 and install it with admin rights on the client machine(s).
6- Run Tekla Structural Designer 2019.
