Steel masonry support (BS5950): Horizontal leg limit

The horizontal leg limit is 100mm <= l_h <=200mm, where l_h is the cantilever length. This limit is taken from the design guide SCI-P-157. Although this guide is for angles it was thought prudent to apply this limit also to flat steel plates where the mathematical model of this guide is also applied.
